Tank Front filler strip

Can anyone tell me why there are two BU2705 filler strips supplied in Kit 7? I can see where one will go, and it is very necessary, but the second has me stumped.
While I am here, can anyone comment on the length of the 8BA C'sunk screws supplied? Am I safe in cutting them off with the Dremel close to the nut?
I am very much enjoying the build, and I hope to get round to posting some pictures soon.

I am building the 4" version and from memory the two filler strips were used one on each end to fill in the gap created by the overlap of the panels . If I can i will check when I get home and post if I am wrong.

Re tank front filler strip

One goes to the rear to fill the gap between the tank top and the back of the tender, the other is between the tank front plate and the bottom of the tender.

Please ignore my first post I was thinking about the belly tank. sherwood ranger is correct, as you say the front one goes between the front plate and tender base, as there is a gap there the other one goes at the rear again to fill in the gap caused by the overlap of the tender sides and rear panel.
